Results<\/em>, organizat\u0103 de Programul Na\u0163iunilor Unite pentru Dezvoltare<em>\u00a0<\/em>\u0219i Ministerul Finan\u021belor din Slovacia, cu privire la buna guvernare, activismul digital, rela\u021bia cu cet\u0103\u021benii \u0219i importan\u021ba strategiilor de deschidere a datelor din administra\u021bia public\u0103 \u00een acest context.<!--more--><\/p>\n<p style=\"text-align: justify;\">\u00cen cadrul conferin\u021bei, au fost abordate urm\u0103toarele subiecte:<\/p>\n<ul>\n<li style=\"text-align: justify;\">Importan\u021ba datelor deschise \u00een contextul Strategiei\u00a0pentru\u00a0dezvoltare durabil\u0103 \u0219i contribu\u021bia la cre\u0219terea egalit\u0103\u021bii de \u0219anse;<\/li>\n<li style=\"text-align: justify;\">Cum reu\u0219esc datele deschise s\u0103 \u00eembun\u0103t\u0103\u021beasc\u0103 modul de guvernare \u0219i s\u0103 contribuie la cre\u0219tere economic\u0103;<\/li>\n<li style=\"text-align: justify;\">Perspective regionale \u2013 Slovacia, Georgia, Serbia, Republica Moldova, Turcia, Macedonia, Kazahstan s.a;<\/li>\n<li style=\"text-align: justify;\">Cum ajut\u0103 deschiderea procesului de achizi\u021bii publice la cre\u0219terea eficien\u021bei bugetare;<\/li>\n<li style=\"text-align: justify;\">Ora\u0219e inteligente pentru cet\u0103\u021beni;<\/li>\n<li style=\"text-align: justify;\">Parlament deschis: transformarea rela\u021biei dintre societate civil\u0103 \u0219i Parlament;<\/li>\n<li style=\"text-align: justify;\">Cum contribuie datele deschise la schimbare;<\/li>\n<li style=\"text-align: justify;\">Cum putem folosi datele statistice;<\/li>\n<li style=\"text-align: justify;\">Achizi\u021bii deschise;<\/li>\n<li style=\"text-align: justify;\">Legisla\u021bie deschis\u0103;<\/li>\n<li style=\"text-align: justify;\">Date deschise \u00een administra\u021bia public\u0103.<\/li>\n<\/ul>\n<p style=\"text-align: justify;\">\u00cembun\u0103t\u0103\u021birea modului de guvernare \u0219i cre\u0219terea economic\u0103 se num\u0103r\u0103 printre beneficiile datelor deschise \u0219i pot rezulta din:<\/p>\n<p style=\"text-align: justify;\">&#8211;\u00a0\u00a0\u00a0\u00a0\u00a0 economisirea timpului alocat diferitelor ac\u021biuni \u0219i procese, at\u00e2t de c\u0103tre administra\u021bie, c\u00e2t \u0219i de cet\u0103\u021beni, societate civil\u0103 \u0219i mediu privat;<\/p>\n<p style=\"text-align: justify;\">&#8211;\u00a0\u00a0\u00a0\u00a0\u00a0 m\u0103suri\u00a0 anticorup\u021bie;<\/p>\n<p style=\"text-align: justify;\">&#8211;\u00a0\u00a0\u00a0\u00a0\u00a0 stimularea mediului privat \u0219i cre\u0219terea \u00eencrederii acestuia, ceea ce va genera investi\u021bii;<\/p>\n<p style=\"text-align: justify;\">&#8211;\u00a0\u00a0\u00a0\u00a0\u00a0 \u00eencurajarea companiilor private de a publica propriile date \u00een format deschis (ex: efectele asupra mediului)<\/p>\n<p style=\"text-align: justify;\">&#8211;\u00a0\u00a0\u00a0\u00a0\u00a0 oportunitate pentru ziari\u0219ti, programatori sau alte entit\u0103\u021bi care pot folosi datele \u00eentr-un fel \u00een care statul nu poate sau la care func\u021bionarii nu s-au g\u00e2ndit, identific\u00e2nd astfel chiar \u0219i deficien\u021be de sistem care, odat\u0103 g\u0103site, pot fi \u00eendreptate;<\/p>\n<p style=\"text-align: justify;\">&#8211;\u00a0\u00a0\u00a0\u00a0\u00a0 adaptarea la evolu\u021bia societ\u0103\u021bii prin schimbarea culturii organiza\u021bionale \u0219i a modalit\u0103\u021bii de comunicare.<\/p>\n<p style=\"text-align: justify;\">Un stat poate beneficia de astfel avantaje doar dac\u0103 administra\u021bia \u00een\u021belege aceste beneficii \u0219i dac\u0103 este decis\u0103 s\u0103 se schimbe.<\/p>\n<p style=\"text-align: justify;\">Emmanuel Letouz (Data-Pop Alliance) a apreciat c\u0103 un instrument precum Big Data poate ajuta la monitorizarea \u0219i promovarea Obiectivelor de dezvoltare durabil\u0103, control\u00e2nd implicit indicatori precum s\u0103r\u0103cia, situa\u021biile de urgen\u021b\u0103, rata criminalit\u0103\u021bii, speran\u021ba de via\u021b\u0103 sau asigurarea condi\u021biilor necesare persoanelor cu dizabilit\u0103\u021bi. Dincolo de ac\u021biunea de monitorizare, trebuie s\u0103 asigure \u00eens\u0103 o schimbare structural\u0103 \u0219i \u00een procesul decizional, completate de participarea cet\u0103\u021benilor \u0219i respectarea unor standarde de etic\u0103 \u0219i de calitate. Educarea consumatorilor de date este, de asemenea, esen\u021bial\u0103 \u00een proces.<\/p>\n<p style=\"text-align: justify;\">Mustafa Nayyem, journalist din Ucraina, a \u00eemp\u0103rt\u0103\u0219it experien\u021ba \u021b\u0103rii sale, care a profitat de schimb\u0103rile politice \u0219i structurale pentru a promova transparen\u021ba \u0219i a cre\u0219te \u00eencrederea cet\u0103\u021benilor cu ajutorul datelor deschise: publicarea declara\u021biilor de venit ale func\u021bionarilor, deschiderea procesului de achizi\u021bii, parteneriatul public-privat, aderarea la Open Parliament, reformarea personalului de poli\u021bie \u0219i publicarea informa\u021biilor despre activitatea acestuia.<\/p>\n<p style=\"text-align: justify;\">Mai multe state din regiune \u00ee\u0219i \u00eembun\u0103t\u0103\u021besc treptat experien\u021ba cu datele deschise \u0219i modernizarea administra\u021biei:<\/p>\n<ul style=\"text-align: justify;\">\n<li>Kazakhstan: publicarea centralizat\u0103 a datelor de\u021binute de administra\u021bie, precum \u0219i a serviciilor publice furnizate;<\/li>\n<li>Bosnia: aplica\u021bii utile ale ora\u0219elor pentru cet\u0103\u021beni, stimularea particip\u0103rii acestora prin \u00eent\u00e2lniri de grupuri mixte sau incubatoare, unde sunt consulta\u021bi cu privire la tipurile de informa\u021bii \u0219i date pe care le doresc de la administra\u021bie;<\/li>\n<li>Serbia: utilizarea \u00een elaborarea de politici publice \u0219i strategii;<\/li>\n<li>Georgia: crearea posibilit\u0103\u021bii de a adresa online solicit\u0103ri de date specifice prin intermediul portalului. Succesul a fost mai mare dup\u0103 aderarea la Open Government Partnership \u0219i stimularea particip\u0103rii cet\u0103\u021benilor \u0219i societ\u0103\u021bii civile.<\/li>\n<\/ul>\n<p style=\"text-align: justify;\">Majoritatea statelor s-au confruntat \u00eenc\u0103 de la \u00eenceput cu probleme, fie c\u0103 nu au avut date colectate \u00een format electornic, ci provenite doar din dosare fizice, fie c\u0103 datele nu sunt corect introduse, fie c\u0103 func\u021bionarii sunt reticen\u021bi. Implicarea societ\u0103\u021bii civile \u0219i dorin\u021ba politic\u0103, stimulate de dorin\u021ba societ\u0103\u021bii de \u00eembun\u0103t\u0103\u021bire a serviciilor \u0219i de cre\u0219tere a transparen\u021bei, pot influen\u021ba succesul implement\u0103rii strategiilor de date deschise.<\/p>\n<p style=\"text-align: justify;\">Cei prezen\u021bi la reuniune au fost de acord c\u0103 problemele nu se rezolv\u0103 prin simpla publicare de date \u0219i c\u0103 trebuie s\u0103 existe facilitatori care s\u0103 utilizeze acele date, s\u0103 filtreze mesajele \u0219i nevoile cet\u0103\u021benilor. State precum Serbia, Slovacia sau India au exemplificat utilitatea platformelor colaborative. La hackathoanele din Serbia, spre exemplu, un reprezentant al institu\u021biei face parte din echip\u0103, al\u0103turi de activi\u0219ti, programatori, designeri.<\/p>\n<p style=\"text-align: justify;\">\u00cen mod cert, rata de succes este mai ridicat\u0103 acolo unde societatea civil\u0103 este foarte implicat\u0103, analizeaz\u0103 datele, promoveaz\u0103 rezultatele, public\u0103 la r\u00e2ndul ei datele colectate \u00een format deschis. Rise Moldova a reu\u0219it s\u0103 utilizeze date deschise \u00een investiga\u021bii jurnalistice, utile \u00een lupta anticorup\u021bie \u0219i, chiar dac\u0103 impactul nu este imediat, sus\u021bine c\u0103 este unul dintre pu\u021binele instrumente pe care societatea le are pentru a lupta. Slovacia le mai folose\u0219te pentru investiga\u021bii legate de activit\u0103\u021bi ilicite ale companiilor.
